We are currently seeking qualified candidates for the position of MEAL Lead for an upcoming civil society activity.
This position will be based in Tanzania and is contingent upon award.
- Role overview
The MEAL Lead will be responsible for implementation of the results framework for the programme. They will lead the implementation of the monitoring plan, evaluation plan, learning framework, facilitating technical (workstream) adaptation sessions for decision making, annual strategy testing and theory of change refresh sessions and ensuring that the MEAL system generates measurable results and impact at programme level. MEAL Lead will be a full-time role based in Tanzania.
They will work with the MEAL Advisor on the design of the MEAL system and the technical direction of MEAL activities and work closely with the Senior Programme Manager to ensure the MEAL systems are designed to support grant performance management. They will also work closely with the Programme Director and Deputy Programme Director, as well as the component leads, ensuring MEAL integration into the programme’s technical activities
- The MEAL Lead will also be responsible for:
>Ensuring effective implementation of MEAL system including development and roll out of all tools and processes, in conjunction with MEAL Adviser
>Facilitating learning and adaptation sessions with programme team
>Working with programme partners to gather, quality assure and analyse partner-generated data
>Ensuring efficient data collation and analysis of programmatic reporting data
>Capacity development with partners to ensure reporting requirements can be met to FCDO standards and appropriate support is provided
>Packaging evidence to various collaborators in the form of presentations, reports and written briefs in English, and contributing to quarterly and annual reporting
>Leading and overseeing any research or internal evaluations carried out, drawing on support from MEAL Adviser
>Communicating results and evidence to internal external collaborators in English and Kiswahili as needed
>Maintenance and updating of the MEAL workplan
>Ensuring adherence of all data collection processes with international best practice and FCDO ethical standards
>The MEAL Lead will be supported by MEAL Specialists who will work directly with the components and downstream partners on inputs into the MEAL system as well as with grantees and partners to support their MEAL capacity.
>The MEAL team and workstream leads will support grantee tracking technical performance in relation to the Terms of Conditions (ToCs) and sub-ToCs and on grantee capacity support and development
- Person specification
>Experienced in designing and leading MEAL strategies that enable a “fail-fast” approach to programme delivery and support adaptive management and learning.
>Experienced in designing MEAL approaches to fill evidence gaps including targeted operational research and lessons learning
>Experienced in designing MEAL plans that support scaling and adapting interventions in response to changes in external context.
>Demonstrated strong stakeholder management and communications skills including capacity development related to MEAL approaches and communication to support data use
>Experienced in facilitating programmatic learning processes
>Fluent in Kiswahili and English, with strong written English skills.
- Required Qualifications
>Master’s Degree or its International Equivalent in a Related Field
>6+ years of relevant experience leading data collection and technical assistance experience.
>Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
